The colonists knew they couldn’t continue to live this lifestyle under the British rule. In 1774 members of the colonies all met together in Philadelphia and this was known as the First Continental Congress. This is where they declared they needed to form a document to declare their independence from Great Britain. This was the first step in drafting what is today known as the Declaration of Independence.
